I've heard of this happening, but I think it's just for a publicity joke and purely symbolic.

No. They can be elected, but they can't serve because they lack capacity and are unable to take the oath.

An animal or a person like an animal must not become a Mayor because he cannot be an effective leader.

There's a Mayor in a large city who is a real horse's (rhymes with flask.)
While I will not name names, his city has seen over 400 murders in one year, last year to be exact.

If there is nothing in the town's charter, then I guess there's nothing against it.

But frankly, the animal might actually do a better job. ;)
