It depends on:
the competition you are playing
the par of the hole and
the index of the hole.

One of the most common types of competitions where you might 'pick up' when you are 'out of shots' is stableford. On the holes with an index from 1-6 you get 2 extra shots, the holes indexed 7-18 you get one extra shot.

If the first hole is a par four, index 10: In a stableford round you would get 2 points for getting the ball in the cup in 5 shots. You get one point if you hole out in 6 shots. If it takes you more than that you get no points- so you can (if the course is busy- should) pick up.

You don't have to pick up, except to speed up play or if there is a local rule (say, in your golf league) about a maximum number of strokes per hole. But for handicap purposes, the maximum you can score on a hole is 8 (regardless of the par on the hole). On your scorecard, you put down your actual score, but when you post your score for handicap purposes, you subtract any strokes you made over 8 on a hole. What do you mean pick up? The handicap is used to level the playing field between you and an opponent. That means that if you have a 24 handicap and I have a 6, we subtract mine from yours, 18, and you get that many strokes overall. Since there are 18 holes you will get one stroke per hole on me. That means that if you par a hole I must birdie to score a net tie. There is no picking up unless you are playing match play and you are giving the hole to your opponent, or have had a putt conceded.

Handicap doesnt really matter in this situation but I would say 8 shots is a good time to pick up to speed up play.

By the rules of golf your supposed to play until the ball goes into the hole, but I would say double par would be a good point to pick it up
