We've had a similar experience with our 3 year old. Same scenario, run fever, get better, then the cycle starts over again.
The dr. told us that she was having severe allergies to something (could be anything) and put her on prescription allergy medicine and it was like day and night.
We are planning on getting her tested to pin-point what she is reacting to.
You could ask your dr. to consider checking for allergies.
Good Luck, I hope it is nothing serious.

102 is NOT a high fever, and you do NOT need the ER. Especially since you don't describe any other symptoms. (A fever is a temperature over 100.4, and a high temperature in a child is 104-106.) How long has he not been interested in eating? Staying hydrated is more important, and a few days without eating much is not a big problem.
Fever is the body's way of fighting infection, and some kids run fevers more often than others.
(Our oldest daughter runs fevers all the time and gets febrile seizures. She misses up to a week of daycare almost every month because her temp is over 100.4, but we're told she's well within the range of normal.)
If no other symptoms, fever is usually caused by a virus, and kids are exposed to tons and tons of viruses. There isn't much a doctor can do for you that you can't do at home.
Our pediatrician tells us that, unless our kids are very uncomfortable, you don't even have to treat a fever under 102. Over 102, give Motrin--it works better to control fever and lasts longer. Dress in light layers so you can strip down when hot or bundle up a bit when chilled. A warm bath a few inches deep--make sure to wet his head--can also help to bring a temperature down, but be careful not to induce shivering. Offer lots of liquids in different forms: soup, popsicles, flat Coke, water, Gatorade/Pedialyte, etc.
Also, unless a fever is very low in the first place, Motrin/Tylenol will not bring it to normal. Your goal is just to keep it under control, and low enough to be reasonably comfortable.
The fact that your child's temperature isn't now responding to Tylenol/Motrin is worth a call to the Nurseline or the on-call pediatrician. They may tell you to give Tylenol and Motrin at the same time and then alternate them every 3-4 hours, or to give a larger dose of Motrin, or other instructions.
Fever under 106 does not harm a child's brain, and almost all fever can be safely watched and treated at home without professional medical intervention. And febrile seizures, while scary, are not medically significant. But, of course, if your child has other symptoms (vomiting, diarrhea, stiff neck, wheezing, etc.), or the tips above don't keep the temperature from rising, then all bets are off and you need to talk to a medical professional right away.

Most likely, your child has some kind of infection or virus, could he have an inner ear infection? Or perhaps something else, questions should be directed to a medical professional and the child should receive medical attention. You are correct in taking him to the hospital, but why have you waited 3 weeks?

Who knows what there are just to many illness out there. I say if he gets a high fever again, and u have insurance, take him to the hospital today, if not, then leave it till tomorrow with the Dr. unless its dangerously high. Sometimes there just are no meds to help out there, and you have to be careful with meds because hes so young, so that just makes it harder. Hope he feels better. :)

It sounds like he is fighting an infection which would explain the fever on and off. He probably needs an antibiotic and I would bring him today.

I am in no way a pediatrician, but it sounds like strep throat. It is a bacteria that does not go away without antibiotics, it can stay around for months if not taken care of. I hope your baby is ok, and you too. Have a good Sunday.
