the golden rule is to always ask someone about themselves, what they do, where they go on holiday, what music they like. People just LOVE to talk about themselves and will drone on and on, saving you the problem of making small talk except to interject every so often with another question. At the end of the evening, they think you're a wonderful 'conversationalist' even though you haven't said a thing.
So try that. Throw in a few light compliments like "the dress you're wearing really suits you and brings out the colour of your eyes" or something like that. Or "that's a beautiful fragrance you're wearing, like summer blossom". I'm giving you these lines because they are super compliments to hear.
So try these, make eye contact, smile a lot, and good luck! If you don't get a girlfriend out of it then you will have, at least, a lot of admirers who think you are a wonderful chap!

I'm not a lady but I will tell ya that when you fancy someone and decide to make small talk, don't fixate on an outcome. you can't talk while those ideas of what does this person think of me, if I say this it will be taken as I mean this and it will ruin my chances of this or that happening, that is background noise and you will be better off just sticking to the conversation and waiting to see where it leads. if it doesn't lead to where you hoped it would, it's because you had expectations. those expectations work against your game. you can't live in the present while thinking in the future, that's where it becomes a major put off. most females that answer your question could probably tell you to take comfort in the idea that when your guy does come along, you will have no problem finding words, you will be comfortable in your skin and feel like you have known them a lifetime. don't sweat the small talk, that's why they call it small talk. it is trivial. good luck.

OK first you have to forget that you fancy this person and just talk to them the way you would talk to any of your friends. Be yourself because women can always tell when a guy is being fake with them, and trust me they don't like it.
Girls don't like small talk about "the weather" or "how annoying public transport is" so ask them questions about them, let them know you are interested in them and getting to know them.
You sound like a nice guy so I'm sure you wont have any problems talking to the ladies in future.

Yes it is a put off, some women like shy guys, but there's a difference between shy with potential and shy with no clue. Most females are attracted to confidence, it makes us feel safe and admired. Try talking to yourself in the mirror, try talking to women, just saying hi at the counter or bar, then as you get used to it, asking more.. how are you? What's you're day been like? Can I get you a drink?
Most men (& women) feel nervous but they learn to overcome and ignore it.

i.e.
tell the girl that you like her top (but dont look at and talk to the boobs) or she has a nice smile and you can tell she looks after her teeth she is a great dancer and you would like to dance with her.

buy her a drink.
learn how to dance.
