your situatio is kinda confusing..anyway, i will still give an answer to that...
sometimes a look may seem unnatural such that you think it may mean something. for this reason its very hard to tell unless you ask that person.but the hardest part is how to ask him... if you're friend with this guy, ask him personally.but if not, i would say let it be, i mean let him look at you.just be cautious...
