In the sense Einstein meant it, YES! Einstein was wrong.

This statement was an answer to the proposition essential to quantum mechanics that probability is inherently tied to the movements of quantum particles. Einstein refused to beleive it, seeing it merely as gaps in our knowledge. However, he has been disproven and probability rather than an abstract concept is a fundamental force in the movement of particles. It is known as Hidden Variable Theory.

If one shines a light at a black plate with two vertical slits the light distorts because it acts as a wave and the image that comes through has a wave-like pattern. But even if photons are individually fired at the plate the image over time is identical. Each individual photon which passes through one slits still knows the other one is there and is distorted by it. The photon is affected by the probability of the different paths it could take. We cannot tell which path is taken because they are so sensitive detecting it would change it's course. But by simply giving a photon a choice of which direction it can take it's motion is affected. Einstein was in this case proven wrong, he didn't beleive the evidence because it clashed with a personal beleif he shared.

So in short, as Einstein meant it, yes.
