what is an .desktop file and how to install???

i downloaded some skins on wincustomize.com and i can't figure out where to put my .desktop file!!!!

I've heard of .desktop files containing launchers for programs. It is commonly used with GNOME, KDE, and other desktop environments on UNIX-like systems. Not sure what such a file would be doing on a site called wincustomize.com though.
