It is because, not every lady has the mind to bear the disgrace or disappointment from guys. Also it is because of the shame that follows rejection. It will makes a lady look as if she is a cheap.

As many of the ladies have mentioned the answer is fear. This is true for both genders and since many people fear what other people think about them issues of rejection, validation, and acceptance play a large part in inhibiting various forms of social interaction. Learning to love yourself, gaining some confidence, and not worrying about what others think are very important for getting over fears of that nature.
Now assuming fear is a none issue there are also cultural gender roles and in many societies it is seen as the mans role to hunt or pursue a mate. I for one don't agree with it and luckily as time goes on more and more men and women are starting to ignore this arcane tradition but it still does play a factor.
However you stated "really love and admire" so this would leave me to believe they have to be friends or have known each other for some period of time and that can make things complicated. If they are friends it can be difficult to try and take it to the next level because you may not be sure how the other person feels. Many people find themselves in situations like this where they want to be more then friends but don't want to threaten the stability of the friendship should the other person not be romantically interested. I don't have any good answers to that as it's very situational but in general I say just go for it. It's easy to find friends but true love is harder to find so it would be ashame to miss out on a good thing because of fearing the what ifs.

Really? Since when in hells crap were men supposed to ask first? Here's an good point why. Females. DEFINITELY DO NOT think men are the better 'sex' they think they (women) are. They do not like the idea that men/guys/boys are better thus thinking they (women) are better.

You can only love someone you know very well so there should be no problems. She may admire him and afraid to make a mistake. lack of self confidence.

Fear of rejection - same as guys. Also, a lot of us were taught that the guy should make the 1st move.
