could be that your head gasket is blown. could be that there is excessive condensation buildup in the enging. do you drive alot of short trips where the engine never fully warms up? get the engine hot and change the oil. make sure the cooling system is full. take it for a good drive and check the levels of both fluids. keep an eye on them over several days or weeks. if 1 goes up slightly when the other goes down and you see the sludge starting again, you have your answer.

White/brown could just be condensation. Has the coolant expansion tank lost coolant .... has the level dropped?
Another check is to look for bubbles in the coolant. With engine hot open the top of the expansion tank and look into the coolant expansion tank [not the radiator] . Look for bubbles rising in the expansion tank - sign of a blown head gasket. If the bubbles smell of petrol/exhaust fumes then its even more certain the head gasket has blown.
Final check ..... go to Halford/local garage and ask for a compression test. It will show any signs of a blown head gasket.

if the sump is full of emulsified oil. and the level on the dipstick higher than normal and showing this substance the head gasket has gone. remove the head check for corrosion if ok machine and refit with a good quality gasket if this type of engine is known to be troublesome pressure test the head to confirm it's condition

Might be!

A local garage can check it quite easily - they just use a probe to measure the vapour in the water system - it is sensitive and will pick up if there is any oil in the water - my local garage will do this for nothing - only takes two minutes!

It's a good indicator of oil/water mixing!

First check your Positive Crankcase Ventilation (PCV) emissions system for proper operation. The PCV valve should click when you shake it and you could clean it out or replace it. The PCV hoses and passage ways need to be clear. You should feel a strong suction when you put your thumb over the end of the PCV valve before plugging it back in.

Maybe.
first make sure water hasn't got into your engine any other way.
A cooling system pressure test and cylinder compretion test should confirm, but i would most likely say yes.
