The silver nitrate does not react directly with the haloalkane - it's water that is doing that.

No, not especially. I feel if someone drinks to excess, to the point they can't even stand up, then they're putting themselves in physical danger. However, I don't see anything wrong in drinking to relax and have a good time, to the point where you're a little tipsy.....
