Two basic reasons:
1) Body acceptance; meaning that most people are insecure about their appearance, instead of accepting themselves as they are. If you visit a nude beach or resort, you'd see exactly what I mean. Most people are not centerfold material; but nudists are OK with that.
2) The only reasons most people get naked are to shower/bathe or to have sex, so they simply can't get their head around being naked for any other reason.

To be honest most statues are sculpted and most humans are not. It would be interesting to see at the real humans out there in the naked truth.

because old and fat people are ugly and if everyone could go outside naked, there's a risk that a very old or very fat person might do so as well. Would you like to see George Bush walking around in his birth day suit?
