Your local council should have an Enforcement Officer, who is responsible for enforcing bylaws. It may be that running a business selling cars at the roadside is illegal but not if you are just selling the family car, as a private sale. You can sometimes tell by how the For Sale notices are displayed on the car. Is it a mobile number to be contacted? If so, it is likely to be a car dealer rather than a private sale. They may have cars for sale dotted about in lots of places, with the same phone number, so they don't get caught.

Providing its taxed and insured, the car can be parked at the side of a public road providing it isn't causing an obstruction.
The law regarding the selling of used cars on the roadside states that a person cannot advertise more than one car within I think its 50 yards of the other. You really need to complain to your night school law teacher as they are giving you a bum steer.
The only people who may listen are your local Meldrew association. Victors the man to speak to down there.

Whilst it is technically "illegal" to offer car for sale on the street it is almost certainly a civil matter and the police will not be interested. You could try the council but they have better things to do.
You must understand that there are many things that are "technically" illegal but which are "allowed" to happen. I for one would want 100% enforcement of everything [zero tolerance] but think what we would have to pay in taxes. Worth it though?

it is not illegal to sell cars on the side of the road as long as the vehicle is taxed and insured ,so stop being so snotty ,you can sell any car by the side of the road anywhere at any time as long as the vehicle is road legal and if it's a trader he must not sell two cars within 500 yards of each vehicle,so stop moaning or move

If there is parking enforcement in your area try calling them to enforce it (if it's enforceable in your area). I'm a Traffic Officer in Los Angeles, CA and we used to be able to cite vehicles displaying 'for sale' signs. However, the city officials recently stopped us from doing so.
If you DO have parking enforcement, depending on the parking restrictions in your area, you could request the vehicle be marked for 72 hours (3 days). Although, even though it's been there for a week, the 3 days would start AFTER the officer marked it. After that point, the vehicle could be removed. (In L.A. anyway) You need to check with your local parking or police department for parking restrictions in your area.

You can call the Police or your local Council if been there for a long time and if on one claims the car within a month I think you can claim ownership of the car, but I would check this with the Police first. But call the Police or your local Council there should be able to move this car off the road for you.

I'm not sure that is illegeal but anyway, I take it there's a number to phone if you want to buy the car? Call the person and tell them if they don't move it you'll get it moved!

I am not sure if it is illegal if it is taxed/Mot/insured and it is a public road then they can park where they want for as long as they want. If not report via DVLA website.
