What is this dirty-old-man-in-the-graveyard scenario?And why is it so common?

Flashing is a form of exhibitionism. Exhibitionists are individuals who get some kind of thrill out of exposing themselves to others. It can run the gamut from "mooning" as a joke or form of protest, to women who flash their breasts to get a reaction from men. In New Orleans at Mardi Gras time, people collect bead necklaces in return for exposing themselves! The old man in the park scenario captures the exhibitionist who likes to surprise or startle. That is part of the sexual thrill. I would suggest that other, more sanctioned forms of exhibitionism (nude beaches come to mind) are more common, but because they are sanctioned, perhaps don't result in the same thrill. The man in the raincoat in the park is perhaps more like the couple who has sex in public, as discovery adds to the thrill. People seem to know no bounds when it comes to sexuality.

It is a sickness just like alcoholism, some like to be exhibitionists.

A sexual perversion. Exposing themselves gives them a sexual thrill.

i would say that these people are very sad indeed, they have no purpose in life they are just a menace to society!
