Yes in both cases.

You can see the sharks in a brine tank means light, a transverse wave, can go through liquid.

Your cell phone works means radio waves, a transverse wave, can go through all the gases in the air.

An electromagnetic wave can go through a fluid, but the wave is not "in" the fluid but in the E and M fields. Waves traveling in a fluid (such as a liquid or a gas) are always longitudinal waves. see for details
