Since your question is not specific to a culture the answer is no. With a few exceptions like Jews and a large portion of the US the rest of the world considers it a really barbaric custom straight out of the bronze age. The Jews did it as a kind of a seal for Hebrews you could always rove you are a Jew by showing the absence of the foreskin on your penis. For non Jews in the states it is done mostly for reasons concerning hygiene and not religion. The penis stays cleaner with out the foreskin. When this was started as a medical practice in the states it had some logic . people back then were unbelievably filthier that we are. But now its is really barbarous and no better than other body scaring done intentionally.

In some cultures it is common for the male to be circumcised. All the black men that I have been with have been circumcised. But the Mexicans that I have been with have not been circumcised. It surprised me greatly at first, but now it doesn't surprise me anymore. If I found one that was circumcised, that would surprise me! lol

it's mandatory for Muslims and Jews, but it's becoming a common practice in most advanced societies, since circumcision is considered a way to reduce risks and sex transferred diseases and some forms of cancer.
