Make sure you have a good copy of a system disk.(floppy) and all of your applications and OS, then boot with it and....using the DOS command prompt:
c:\> ...... remove any partitions with fdisk,
create any new partitions you may want
then format each new partition.
install the OS,,,,,then install the rest of your applications.
be aware of FAT32 and NTFS
Take your time, go slow and do it right! I did this operations successfully my self.

The best way ...
Identify the manufacturer of the hard drive (from Device manager).
Goto their website and download their drive support tool. Generally, they offer the download as a floppy creation program but there are also some who give you iso's.
Boot into the floppy or CD and use the tools to format your drive.
Most manufacturers have a format option and write zero's option. I would format, then write zero's.
Just remember, it may take 2 hours to format / write zero's on an 80 GB drive.

Boot from your OS CD, format the required drives from the OS files in the CD & clean install the new OS. This is the best method. You will not copy any virus etc present on your drive too, this way.

in case you formatted D: and try as properly to it with out records on it, it won't artwork. you prefer a minimum of the DOS device records to start your gadget and a super sort of extra to get abode windows going. What you would be able to could do is get a disk which will boot you to a C: instantaneous and run fdisk. In fdisk you will could opt for the lively partition as C: particularly of D. See if that works.

you cannot format the BIOS, the BIOS is on your motherboard.
you can format the hard drive though.
just format it in your windows setup when u decide to install windows. the windows setup will guide your through it. :)
