That IS a sentence. Also a scientific fact, not an idiom. Any existing vacuum will attract matter from anywhere it can find it, including a glass tube 40 feet long, which, filled with water and stood upright, will have a NEAR vacuum in the top, as water cannot sustain a column taller than about 32 feet, STP. But there will be water vapor in that gap!
