No-one, as far as I can see at the cricinfo site, which is the best place to find out. According to them there have only been four hat tricks in World Cups, all by different bowlers as follows:

C Sharma (India v New Zealand) in Nagpur, 31/10/1987
KR Rutherford bowled; IDS Smith bowled; EJ Chatfield bowled

Saqlain Mushtaq (Pakistan v Zimbabwe) at The Oval, 11/06/1999
HK Olonga st Moin Khan; AG Huckle st Moin Khan; M Mbangwa lbw

WPUJC Vaas (Sri Lanka v Bangladesh) at Pietermaritzburg 14/02/2003
Hannan Sarkar bowled; Mohammad Ashraful caught & bowled; Ehsanul Haque c Jayawardene

B Lee (Australia v Kenya) Durban, 15/03/2003
KO Otieno bowled; BJ Patel c Ponting; DO Obuya bowled

... unless you mean Women's World Cups, for which I can't find the information.

No bowler has ever achieved hat tricks in consecutive world cup matches. In fact no bowler has achieved hat tricks more than once in world cup. Only 4 bowlers have achieved hat tricks in the world cup matches, whose names are given below:

1) C. Sharma For India Against New Zealand, on 31.10.1987
2) S. Mushtaq For Pakistan Against Zimbabwe, on 11.6.1999
3) C. Vaas For Sri Lanka Against Bangladesh on 14.02.2003
4) B. Lee For Australia Against Kenya, on 15.03.2003
