II think the difference is that drug use (recreational and medical), when it was uncontrolled, had very little effect of consequence. When we started legislating them, black markets and more potent and easier to conceal drugs resulted. The war on terror potentially affects everybody. So while the war on drugs has been largely used mainly as an assault on Americans' Constitutional rights (and the same can be said about the war on terror - look at the USA Tyranny Act), the war on terror is essentially a war on radical Islam which desires to totally annihilate everything modern. As a cultural war which losing would mean a new dark age, temporary Constitutional losses are acceptable
