It means uniform resource locator, and what it does is translate a meaningless IP number into an easy to remember word. So, if you type in "Answers.com", a request is sent to the domains database that translates it into "129.133.10.16" (I just invented those, by the way), and you are directed to the right server. There are now clever load sharing systems where you are directed to different servers according to how much work each server is doing, and according to geographical location. But that's to complicated for me, I've just learnt to tie my own shoelaces...

URL stands for Uniform Resource Locater, but I would consider this to be the definition in Internet terminology. In computer languages, I'm not sure if the keyword URL exists in any programming language.
