My first would be to avoid situations where you know there is a potential for drug use.
Find activities of interest to participate in. Often times, college students use drugs because they are bored or there is "nothing else to do". There is always something going on in college, especially if you live in the dorms.
Find a group of friends that share their same values. These friends will be a positive influence on their life.

Not a list of 10, but a few thoughts.

I'd say only one thing, I used them once and I nearly died, there I realized what I had done and how a simple "recreative" thing could have messed un with my life. It's hard to prevent someone from taking it though, as the main problem is in their mind. Open him to the world, make him discover how beautiful is the world and let him see that every good act will reflect on him. As the world is what he's making of it, and drugs won't alter the way it is, they will only alter the way he is, in a bad way...

I wouldn't bother. College students are adults and old enough and should be educated enough to make their own choices about using drugs.
