Strictly speaking, India was under a Governor-General as a Province rather than as a Vice-Regality. The "table of organization" was quite similar to the government of a present-day state in the US, with the exception, of course, of no direct accountability by the Governor to the governed (no legislature/parliament) and the only true accountability being to the Governor's Soverign. The last Governor-General of Indian WAS accounted :Viceroy" but only because of his relationship to King George.

The Indian (yclept "Sepoy") Army was organised along the exact same lines as the British Army, with the exception that most Senior NCO's and almost ALL officers were "Anglos"

Civil service was overwhelmingly staffed by Indian personnel, but the heads of Departments and other senior officials within the Government were exclusively "Anglo" as well.
