Sounds like a good answer to me. Either use one or don't use one at all. They will not work if you use a half of a condom. If your going to be that dumb you might as well get the full pleasure.

Don't insert the p***s all the way in,or only roll it half way down.Or maybe you were just trying it on for size giving it a test drive by yourself,i guess that counts for half its use.

Well, you can turn it inside out the first time, rinse it, and reuse it. If you reuse it once, that constitutes two times of use, which means you half used it the first time you used it. And i thought i wasnt a MATHMAGICIAN!
