Denatured alcohol dissolves permanent marker on most surfaces. If it is in fabric, you have to get a bit creative and hope for the best. Using a folded facial tissue underneath, applying a little alcohol and blotting with another folded tissue on top of the fabric, takes out a little. Be careful that you don't turn the tissue into a rubber stamp, transfering the ink to clean areas of the fabric, or your work area. Doing it repeatedly, with fresh tissue each time, can get out most or all of the ink.

I don't know if I would use acetic acid, it could eat through what you want the stain to be gone on. Use Mr. Clean Magic Marker. It is wonderful for permanent marker stains.

Acetic acid is lemon juice. I don't think it takes out PERMANENT marker
