How does wap work?

How does wap work? when i go to http://wap.mobongo.com/ on my phone it keeps telling me Error 403 Forbidden? i can go to other sites but when i try yo go to that one so i can download stuff to my phone it wont let me, can anyone help?

It works for me. It is parked on the godaddy.com host. Maybe you are blocked from the host by parental controls or a firewall.
