If Pluto is a dog, Goofy can't be, or there's something strange going on between Pluto and Mickey. Personally, I think Goofy is just a hideously deformed bear of some kind. He appears to be the same species as Pete, and Pete has always reminded me of a bear...

Goofy was also a dog. Walt wanted to convey the idea that his characters were like real people. Honestly, Goofy was not supposed to be a main character. Dogs where just dogs and Pluto was supposed to be Rover, he was a pet to Minnie not Mickey. Walt changed his name when the planet was discovered. Goofy was just a background character that stood out in a cartoon called Barn Dance. His original name was Doopey Dog. The animators got the idea of putting a unique voice on him which stood out. Disney loved the character and made him a main component of the series. If you notice the cartoon "Steamboat Willie" there are animals there like cows and birds. Animals have to have pets too. Like I said, Goofy was not intended to be a main character, he just laughted his way to a main role.
