The Government is doing its job but they might not be able to see what we experience on daily basis. Hence we will be on the other hand helping the government itself. We meet lot of people who want do do something in their life. Lot of us have money which could be spent lavishly even though we have plenty of left overs more so over we are generating income above that on daily basis. We pay some tax to the government also.
For the sake of humanity can we think, plan and introduce a system where an individual charges some optional percentage of income to himself and pay to his neighborhood needy people.
Just think by doing so these needy people will not over take us in richness but it will definitely lead to a happier and healthier surrounding, as well will remove hatred from the mind of people, and love and happiness might prevail.

We definitely don't need another "system" to distribute wealth. Do you have any idea how ridiculously inefficient the existing systems are? if you know people who are legitimately poor, then start by doing whatever you can to help them. You will see firsthand how complicated charity can become. You will learn the difference between legitimate poverty and sloth which masquerades as poverty at every opportunity. You will get the education you seem to lack and become an expert on the subject. If you can make a positive difference in someone's life, good for you! Then you can move on to another and another and so on. My guess is that you will become quickly disillusioned. At least in the US. This place is fraught with illegitimate poverty.

The last time I checked that was called COMMUNISM ! It may seem like a great idea....but after a while the " Rich " people get tired of working so hard just to hand over their money to some one who doesnt. Then they figure " why work ? " and they stop working and take hand outs instead....pretty soon nobody is working....or just a few are....and they have to give over everthing they have to support everybody else ! The only reason our system works is because people get to keep what they work for....its called incentive !

that's what we have in US - lower taxes than in Europe, but more charities.

Also, it is not enough to just give money to the needy.
While it makes you feel all good about yourself, it does not really help them as they will eat (or drink) through your money and be poor again tomorrow, and will have no incentive to work since somebody will give them money again.

A more decent approach is to give provide food & shelter for a limited time while at the same time doing some education and rehabilitation so they can have get a job and provide for themselves in the end.

No, because the minute you give handouts to people, they become dependent on them. If you mean to imply that taxes go to social programs to feed and shelter these people, than its being done already, and there is no need to further tamper with the system.

Only problem is people are naturally greedy. The rich people would never agree to it. Not to mention all the people in the white house.( also where does most of their military come from. Poverty, people desperate for a change so they join the army.)
