Hi there!
There are a few more things that you could do to try and make your computer faster:

-Add more memory
-Delete unused desktop items
-Run disk cleanup (Start - programs - accessories - system tools - disk cleanup)

If you're still running 98, your computer is getting pretty old. First of all, its age alone means it will always be slower than most computers you're comparing it to that are at least 2-4 years newer (if they have XP). Also, the hard drive is probably near the end of its life, meaning it has to re-read things several times to manage without errors, which results in everything slowing down. If you want to save the comp, get a new drive probably, but you'd have to backup and then reinstall everything - not worth the gain you'd probably get, compared to a newer, even cheap machine.

Have the hardware checked to make sure it is running up to speed. You may also attempt to upgrade the memory and/or processor (doubtful since you said the computer is running Win98SE, the hardware is legacy). Make sure that there are no unnecessary programs running that are not needed. Personally I would purchase a new computer, if money is an issue, you can search for computer stores that sell refurbished systems. I recently purchased a used 1.8Ghz system with 256Mb of RAM and a licensed copy of Windows for $200.

Before you spend any money, backup your data and install UBUNTU or XUBUNTU. These are free, reliable and up to date operating systems. Also, all the programs you will ever need are free.
