NO!
not getting the bid your after is not a justified reason to cancel the listing, generally you cant cancel the listing once someone has bid.

You have 3 options

1. put on a reserve that you are happy with - then you have the option to sell for less than that if someone comes close

2. Put the item on a buy it now auction

or 3. if your worried about the extra few pence this will cost you and your not confident enough in your item that it will go for the price you want - dont list on ebay!

to make sure you get at least a certain amount of money, you can enter a reserve amount

if the bidders don't bid to or past this amount by the time the auction time is up, the auction ends with no sale.

you can specify this amount when you create the auction, or choose to revise your item. Its an option listed in the starting bid, buy it now, etc area of the edit auction section.

You can cancel the item but I think you would be breaking the rules.
