You would be surprised how inexpensive and cheap these are; and they tend to be SO much fun for everyone:

Palm Reader - read all guests hands for one fee
Handwriting Analyzer - same
Tarot Card Reader
Ballon Artist - teaches how to create animals, etc from ballons

I know it doesn't sound like "17th" birthday party-type events, but maybe they can give you other ideas. Drinking, joking, partying, etc. can still be done all night long of course, but an unusual added twist like above always makes it THE PARTY of the year.

What I did for my 17th last year was take my close group of friends out to dinner and then they stayed the night. Dinner is always the best idea IMO because it's something everyone enjoys. Go somewhere a bit upmarket and with lots of atmosphere. For my 18th we'll be going to a vegan restaurant because it has interesting food and a really modern design (fireplaces, beanbags, couches)
