Of all the local newspapers in a particular area of Pennsylvania, there's got to be some that have online newspapers--some that have a "archive search" feature. Doubts they hold stories that far back, but it's worth a first try.
Your best bet, however, may be to stop by the local police precinct or state police office and request any records, reports and accident site photos. Such records are public domain, available to the public. It'll help matters if you have some police report number or any other accident info that can help the search.
This try may take several weeks to have processed....but of the two, it's a best approach.
