The program you use to record your voice is Sound Recorder. It is included free in all recent versions of Windows. You will also need to have a microphone plugged into the sound card on your computer.

In Windows XP:

Click Start > All Programs > Accessories > Entertainment > Sound Recorder

Record your audio. Save it where you can find it, like on the desktop.

Now you can burn it to a CD using your CD burner software. Make sure to select the type 'Audio CD' if you want someone to play it in a regular CD player.

Other option is to record your voice and email the file to them directly.
