UofC system has campus locations throughout the state. The oldest campus being in Berkley. It is a "private" system, as private as you can be in education these days, accepting private support and governing themselves.

Cal State system is a public university, state sponsored. The board of trustees is appointed by the Governor. It is regulated and governed by public officials.

As someone already mentioned, Cal State is typically less expensive as it is state regulated and the state sets the admission fees for the best interest of the state.

the UC system is harder to get into and has more prestige attached to it. There are more state schools than UC school.
