A browser is a program that decodes HTML into its final readable form, like Internet Explorer or Firefox. Browsing just means looking at web pages.

In general, yes.
IE is a "browser", it can look at different webs sites. It knows how to handle the internet formats and displaying a multitude of formats.

But also, it can be used for programs written for a company's business.

It doesn't require the internet, but most people think of it that way.
