I am an Legal American resident ,but now i am in Peru for family reasons and i will be back on April.

Coastal states tend to be the most expensive. If you are simply looking for inexpensive you should check out some of the Midwestern states such as North Dakota, South Dakota, Oklahoma, Mississippi, Arkansas....

You should consider more than someplace being inexpensive though. Typically the less you pay the less desirable an area becomes - more crime, less jobs, etc.

try deep south, like mississippi or alabama, away from a city. problem is, where there is cheap rent, the jobs are hard to find.

Apartments are really expensive now-a-days anywhere you go. Wherever you go don't go to California. Go to Houston, TX they have pretty good apartment rates and because you're a minority you'll surely be accepted there.
