No, the baby my start breathing as soon as he or she emerges, wether the cord is cut or not. Some babies are slow to breathe, but the sooner the better. In fact, babies have breathing motions while inside the uterus, but it is only "practice" as they are under water.

And the concern with breech babies is strictly over the aftercoming head. If the baby delivers up tp the head (the body is out but head still inside) then the cord gets compressed and the baby gets no oxygen. The important thing is to deliver the head promptly, and if the head is too big to pass, then the baby may be damaged or not survive, depending on the length of time for the entire delivery.

The doctor usually suctiond out the nose and mouth of the baby and that usually bothers the baby enough to start breathing then he/she cuts the cord. That way the baby is getting oxygen through the u cord before baby takes its first breath. Sometimes if the baby is upside down it can get tangle in the u cord and lose oxygen. Hope this helps. Also ask your doctor if you are concerned they know more then I do.
