A student with a disability (such as autism), may be tested (assessed) to determine if they have a disability on the IDEIA list and what services or help that particular student may need. If it is determined by that student's IEP team in a formal IEP meeting that the services for a particular student are best delivered at home, then, at that point, that particular student has a right to receive appropriate educational instruction at home.

Steve is entriely correct. Let me just add that the law does not require the school to provide you with a computer, paper, pencils, etc. whether the child is educated at home or school.

It is rare for an autistic child to receive home education from the school district unless there are extenuating circumstances. The trend right now is to include students with disabilties in regular classrooms, not exclude them from school.

If you are simply artistic, this does not apply to you as you do not have a disability. Even if you had a disability, the only things the law provides are things you need to access the general curriculum. It does not provide home computers or materials used to do work at home, unless it is an adaptive device that would allow you to use those materials.
My advice to you is this: if you can't afford what you need to be an artist (pencils, paper, books, pen), perhaps you should change your major.
