A rust ridge has formed inside the drum causing it to catch on the shoes. If you can adjust the brakes from the backside of the backing plate (sometimes access is limited) adjust the rear brakes inward. If no access to adjuster, try turning (twisting) the drum as you try to pull it off, or get behind the drum with 2 pry bars and try "walking" it off. If this doesnt help, give it a few good hits with a 5 lb hammer and the go back to "walking" it off.
