There are suction cups that attach to the tubing to hold it down. If your air stone is very long it may not hold the whole thing down but if you have enough gravel in your tank that should be enough to keep it down.

You can buy different decorations for your fish tank that you stick the "tubey thing" in the back and then the bubbles come out of the decoration and holds the "tubey thing" down. Like a classic treasure chest. You can also just stick it in the rocks good to hold it down or buy suction clips to hold in to the wall. What ever you decide to do make it fun!

I bought a stone that you attach the air tube in one end and the bubbles come out all up and down the length of the stone. It looks kind of like a whetstone that you use to sharpen knives. Anyway, it's weighted, so it stays down.

petsmart has some suction cups that carry the tubing up the side of the tank. Burry the rest eading to the rock or whatever under rocks or gravel.

Put a bigger pump on the tube. The greater the air pressure the more likely the stone will stay down. If that doesn't work, wedge it in place somehow.

Twist tie it to something.
Get one of the "bubbler" decorations. It holds it in place and is cool to look at.
Weight it down with decorations.

Tie a washer (small, heavy metal pieces with holes in the middle) to it to weigh it down. That's what we did with ours.
