Contact a specialty aquarium shop. They can special order you one with all the legal permits.
There is a shop near me (California, USA, sorry) who does it. Expect to pay quite a lot.

I live in Melbourne, Australia and I have never heard of anybody legally owning a sting ray in Victoria. Nor have I heard of anybody legally owning a sting ray in Australia!
