some times we coonnectsto some telecoms comany for basic information or negotiation. we encountered this site has embargo situation . but at this moments some companies the same as zimens and haawii form german and china are selling new upgrading swiches such as vertion 17 and upper, and stp stand alone and so on... what is problems?

It sounds like you are in a situation where the old switches you have been using are locked down by an embargo, so you will need to get new switches to get around the embargo to use a different route.
There is always some mini embargo that is going on throughout the world due to some sort of trade imbalance.
