Nope, most of those "Acts" were already on the books from long, long ago. Just not reported, used or grouped together as they are currently. The only people complaining are those who've something to hide and those who don't study history.

It's the same exact laws as the Rico act--only replace 'mobsters' with 'terrorists'.
There's nothing anywhere guaranteeing a right to privacy either. If there were that would be anarchy.
