Petticoats are often times worn under wedding dress and some of those poofy gowns that we chicks were to events such as the high school dance and the beauty competitions.
Sometimes we will wear them under regular skirts.
Check the link below to get an idea of what I am talking about.
If a chick doesn't wear a poofity gown or a poofity wedding dress or really long skirts all the time, then she may not have a petticoat or a need for one.

I am forced to wear Petticoats all the time to puff up my skirt and make it move correctly. Often they are made from Newspapers for stiffness and rustle. Newsprint is so crispy and noisy. The boys love to feel my bottom. I wear waterproof bloomers to keep the Paper clean. If I ever dare to appear without a Petticoat I am Caned.

I'm a dude...but I must say...I love it when I see a girl that is wearing a petticoat...it is so feminine...unfortunately you only see something like that at uber formal affairs
