why doesnt the cape brink lady teach my blastoise hydro cannon?

When i do and talk to her she just says No..i was just mistaken...so please help

In Pokémon FireRed and Pokémon LeafGreen, the player can go to Cape Brink on Two Island, where an old woman will teach the player's Blastoise (if it is his/her starter Pokémon) Hydro Cannon.

i didn't know it had to be the starter you chose, i thought it was based on high friendship levels..
