It sounds like you have an ongoing problem with your tank. it might be a good idea to double check the way you have it set up, they filter size , heater size and all of that as well as checking your water parameters like pH, ammonia, nitrites and nitrates to be sure all of that is in order.

Neon tetras are actually kind of difficult to keep. They are particular about their environment. Keep them in a large school, in soft water that's slightly acidic - pH around 6.0 - 6.8. Reduce stress to the fish by keeping them in a tank with lots of plants and hiding places, and away from larger or aggressive fish. If you don't cater to these fish, they usually get sick and die pretty fast. There are plenty of other fish that are easier to keep, so don't let neons discourage you!

The tetra disease is very virulent, theres a good chance your last tetra wont last long. Either the disease will get him or he will stress and die since he is a schooling fish and needs moral support from his friends.

Doesn't sound like NTD. Sounds like poor water quality. Neons should be kept in groups of 6+. Two or three, they will die from stress.
