Girls are born with two XX chromosomes, which dictate to their bodies to produce the hormone estrogen rather than testosterone. In the womb, we all start out, essentially, as girls, and it is only once the hormones kick in (usually after a few weeks to a few months of gestation) do the sex differences start to appear. Hence men have nipples that simply never got the milk ducts developed. Since girls get no exposure to testosterone the way boys do, their clitorises never develop into penises (as both penises and clitorises are made of the same basic material).
