Out of USA one do not need a passport into TJ but some ID is advisable, however to come back into USA it is required. . .and do you know why.

You can get a passport and go to tijuana at any age, assuming your old enough to fly/drive on your own.

I'm assuming you are asking about US passports. There are no age limits on obtaining US passports.

In addition, there are some newly announced rules as to children under the age of 15 -- they will NOT need to have passports to enter the US by land or sea. More details are in the article below.

You do not need a passport to enter Mexico.

Passport issuance laws are governed by your home country. Are you from the US, then you can get a passport!

A passport is more important as you return to the US. Showing a passport at US immigration will spped your re-entry.
