I'm assuming you mean the penile head by 'tip'. Don't rub the head directly with your hand/fingers. Use something moist, like lubricated hand/fingers or your foreskin (if you have one) since it's moist on the inside. Rubbing two similar dry textures creates too much friction, hence irritation. :)

Well according to my Doctor she said it does it because of the rubing and the blood left in it. Before i was circumcised my foreskin would be real red for like 15, 20 minutes. My Mom said it was natures way to tattle on us for doing it as it was a sure sign of what we had done;(

Duh, because you've made it sore from friction. May I suggest personal lubricant? A couple of good brands are "Wet" and "Astroglide" .
Also keep in mind that the head of your penis (the glans) has skin that is more sensitive than the skin found around the shaft of the penis, and it is especially sensitive if you have foreskin.

You squeeze all the blood to the tip. Try up and down, not just the traditional upward stroke.

It could be from the friction from your hand rubbing it and that is why it could be red. Try not to rub it so hard next time.
