It is not possible to use the CD-ROM drive from the laptop with the Desktop due to many reasons being the size (form factor ) and the technologies used in the drives.

No they are a different size
A basic CD-ROM if very cheap now a days you literally could buy one with recycled can money

Correction:
my "go-to" site doesn't even sell a basic CD-ROM anymore the least you can get is a DVD-ROM (which will read CD's also) or a CD-RW (which won't read DVD's) both for 24.99 but you might as well go for a DVD-RW-ROM (which will read and burn to DVD and CD) for 29.99

The cd-rom in your laptop is a different size. Buy a new one - you can get a cd-rom for less than $20.

I don't think that would be possible. Have you priced CD -ROM drives? They only cost about $20 for a basic CD-R.

only if you have special adapter to fit the size of the component you want to add... both systems would most likely have to be with same mfg... or custom made...
good luck...
