How do I turn on the parental control on my computer?

I have toshiba windows XP.
don't tell me to add site by site, or to download anything. i've turned it off before, just dont know how to turn it back on.
also, is there a way to block dating sites?

firstly go to tools, then internent options, then content, then enable and there you go for all control for each level, if you want a password for it click general then click create password

in ie tools>internet options>content click enable
